Scary Cloak is an Accessory dropped by Painmaker during Night of the Undead event with 30% chance. It seems to only drop at Multiplayer worlds, as hinted in source code.

It grants invisibility to the player, and increases magic damage, summon damage and magical critical strike chance by 8.

Trivia

There seems to be a typo in the tooltip, spelling "chanse" instead of "chance".

In the source code (mentioned above), there is a commented out line that grants 8 additional minion (summon) critical chance.
